Stir in the cocoa powder and milk until well blended. Pour the batter into the prepared pan.
3. Bake until a toothpick inserted into the center comes out clean, 50 to 55 minutes. Cool cake in the pan for 10 minutes. Run a sharp knife around the edge of the cake and invert it onto a serving plate. Cool further.
4. To make the frosting: In a small bowl, whisk together 1/4 cup cream, 1/4 cup butter, and 1 teaspoon red food coloring.
5. Drizzle frosting over top of cake.
