Directions:
1. Preheat oven to 350°F/175°C. Grease and flour a 9-inch (23-cm) cake pan.
2. In a medium bowl, whisk together the cocoa, baking soda, and salt.
3. In a large bowl, whisk together the oil, eggs, and sugar. Add the cocoa mixture and stir until well combined. Stir in the flour and vanilla extract, and then stir in the chocolate chips.
4. Pour the batter into the prepared cake pan. Bake for 45 to 50 minutes, or until a toothpick inserted into the center of the cake comes out clean. Cool in the pan for 10 minutes before inverting onto a wire rack to cool completely.
