1. Preheat oven to 350 degrees F (175 degrees C). Grease and flour an 8×8 inch baking pan.
2. In a medium bowl, whisk together flour, sugar, baking soda, baking powder and salt.
3. In a small bowl, whisk together cocoa powder and eggs.
4. In a large bowl, whisk together buttermilk, vanilla extract and melted butter. Add wet ingredients to dry ingredients and mix until well blended. Stir in chocolate chips.
5. Pour batter into pan and bake for 25 to 30 minutes, or until a toothpick inserted into the center comes out clean.
6. Let cool in pan for 10 minutes beforecutting into squares.
