1. Preheat oven to 350 degrees F (175 degrees C). Grease and flour an 8×8 inch cake pan.

2. In a medium bowl, whisk together flour, sugar, cocoa, baking powder, baking soda and salt. In a small bowl, whisk together eggs, oil, vinegar and vanilla extract. Add wet ingredients to dry ingredients and mix until well combined.

3. Pour batter into the prepared cake pan and spread evenly. Bake for 25 to 30 minutes, or until a toothpick or cake tester comes out clean when inserted into the center of the cake.

4. Let cool completely in the cake pan before frosting.

5. For the chocolate frosting, melt the chocolate chips and butter in a small saucepan over low heat. Stir frequently until smooth.

6. Add confectioners’ sugar and vanilla extract to the chocolate mixture and stir until evenly mixed. frost the cake using a knife or an offset spatula.
