1. Preheat oven to 350°F (175°C). Grease and flour one 9-inch cake pan; set aside.

3. In a small bowl, combine cocoa and oil. Set aside.

4. In a large bowl, whisk together sugar, eggs, milk, and vanilla until smooth. Add the dry ingredients and the cocoa mixture to the large bowl, and mix until well combined.

5. Pour batter into the prepared cake pan. Bake for 30 to 35 minutes, or until a toothpick inserted into the center of the cake comes out clean.
