2. In a medium bowl, cream butter and sugars together until light and fluffy. Beat in eggs, one at a time, then stir in vanilla. In a separate bowl, whisk together flour, baking powder, baking soda, and salt. Gradually add to butter mixture, mixing until just combined. Stir in cocoa powder and water. Pour batter into prepared cake pan, then spread evenly.
3. Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean. Cool cake in cake pan for 10 minutes before transferring to a wire rack to cool completely.
